To find the answer to your question out, I used a google search
and looked up "Colorado Springs Police Dept" (without the quotes)

I then chose this website....

and clicked on the Contact the CSPD tab to your left, and then the
telephone directory. I searched for Traffic information, and it
directed me to call one of the Police area commands. I chose to call
the Falcon (North) 7850 Goddard St, location, at 1-719-444-7252 where
I spoke with a Sgt. Benjamin.
I first asked him about the flow of traffic question. What he told
me by law, as long as you are doing the posted speed limit, no matter
what the other drivers are doing, you can not be pulled over, UNLESS,
you are in the fast lane. (generally the left lane) If you are in the
fast lane, and impedeing the flow of traffic, you then become a
hazard, and can be pulled over. So, if you're concerned with it, make
sure to do the speed limit, and stay in the right most lane.
I then asked about the 9 over "rule", what he told me was this.
At 1 MPH over the speed limit, the law states that they have a right
to pull you over and fine you. However, officers are allowed to use
personal discretion. They are allowed this based on conditions, roads,
flow of traffic, speedometer varances, condition of car, etc. So, it
really varies. He said most officers give about a 5 MPH leeway.
However, that also, have every right to pull you over and warn you, or
issue you a "warning" ticket. They also issue warnings compared to
actual tickets based on the reason. Such as, "I'm sorry officer, my
wife is in labor.", and she's there on the seat next to you, in labor
as opposed to "Sorry Officer, we were just goofing around and not
paying attention." The latter is much more likely to get you a ticket.
So, this would be your answer. I hope this helps you out, and Officer
