I have project managers on distributed sites who want to share
registers of events for many projects. They want to inspect event logs
or add to them.
Is there a web service provider who can provide this?  A provider with
 a European base is preferred. This is a serious business  question so
I offer a serious fee.

I´d like to add a personal recommendation to lot-ga´s comprehensive
answer. Maybe you could have a look at a (free) online database
system. It´s rather easy to use and you can remove the adds in the
free vesrsion by buying an account when you decided that the system is
ok for you. And it´s an european (german) solution, of cause with an
englisch interface.
