The show is not yet listed in Variety.com's production charts, nor on
the various other websites that track shows currently in production. 
Since it has been ordered as a mid-season replacement, production and
casting may not be scheduled to begin until after the new season gets
off the ground (despite what the article says :)

Open calls will almost certainly be posted on CBS's site... Calling
CBS (CBS Television City in Los Angeles), as journalist-ga suggested,
is also a good idea.  You'll want to ask for the Star Search
production office in order to get the name of the casting director,
and if there is no such office, ask for Casting.
