The full text of President Putin's letter to the UN Security Council
is supplied by ReliefWeb which quotes the Government of the Russian
Federation and the Kremlin Press Service as its sources. There are
some differences from the quotes in the "New York Times" - because of
varying translations, I assume. For instance, the text at ReliefWeb
says:
"...unless the Georgian leadership takes practical action to liquidate
terrorists and if bandit raids continue to originate in its territory,
Russia, while acting in strict compliance with the international law,
shall take adequate measures to resist the terrorist threat. "
while the Times gives:
"If the Georgian leadership does not take concrete actions to destroy
the terrorists, and bandit sorties continue from its
territory.....Russia, acting strictly under international law, will
take adequate measures to oppose the terrorist threat."
