The term Management Information Systems has come to refer to a wide
range of applications of computers to data processing and analysis
problems in the private and public sectors.

The Department of Information Technology Management of the University
of Hawaii describes:
 
“The subject of Management Information systems encompasses the entire
system of information flows in an organization. It addresses the
design, implementation and operation, of the "information based
nervous system" for the organization. It deals with data as an
organization resource and the necessary management functions at the
operational, tactical, and strategic levels.”

As I understand it, Management Information Systems is simply the
management of the IT department of a company - although this can run
run from the head manager who can just about turn on his computer on
the second try all the way down to the junior systems administrator
who keeps the server running and checks the logs. Hope this helps.

I can speak from the horses mouth as I was termed an "MIS Analyst"
while working at Cisco,  Paris. Until then I thought I was a Systems
Administrator. Basically in Cisco it meant those IT guys who keep the
computer and network infrastructure alive and working. We were also
involved in some minor training.
