I am a city elected official, how do I find businesses , Large and
small corporations, wanting to expand or relocate and looking for new
sites for developement:
Industrial , office, Commercial and retail.

Hi Davs,

Good to see a public official trying to bring prosperity to their
community.

joanna4-ga's suggestion was excellent. And it got me started thinking
about what I would do if I were in your position.

If I were just trying to make a broad sweep, here are places I would
go:

The U.S. Department of Commerce - talk to their Trade Office
http://www.commerce.gov/trade_opportunities.html

Chambers of Commerce - any company that's growing and healthy tends to
be a member.

The largest commercial realtors in your community. 
Anyone who's considering relocating is talking to them about
locations.

Trade Associations, Unions or Organizations


It's hard to be more specific because I don't know where you're
located
or what your community has to offer (resources, work force,
infrastructure),
or what your community can afford to build to attract businesses. 

If I were in your position, I would look at what we had to offer.
Next, I would think about what one major industry my community could
serve.
(i.e. the film industry, the technology communities, heavy
manufacturing,
ports and shipping...)

Then, I would do research to see which companies  were in the news
(Wall
Street Journal and business news) because they had trouble attracting
a
work-force (like California - housing is too costly in most
communities
to accommodate people living close to jobs), had excessive tax
burdens,
and other problems you could solve for them. 

I'd scour the news and contact the corporate executives.
I'd hit the trade shows and trade organizations and see
what the executive directors of those organizations can tell
you about their members. They'll know the gossip. 

And don't overlook the large accounting firms. They're not out
of the picture. Even some of the smaller, more aggressive law
firms. 

One of my friends just told me that he just met the person who does
the deals for the State of California. She brought three major new
corporations to this state by helping one of them get financing for 
a new plant; helping another get some major tax breaks for hiring 
from our work force; and yet another, by cutting zoning and planning
red-tape for the company.

Alexa.com rating for traffic statistics.. They are smart enough to
offer various languages on their site and seem to deal with
international relocations, as well. This may provide  an introduction

Check with the Department of Industry and Trade, State of Georgia. 
Other states may be different, but any business thinking about
relocating will be contacting the appropriate office to begin
researching the prospects for relocation.  The list of inquiries
should be made available to you, as well as, what is important to each
company.
