I have translated .avi .srt into .mpg  (keep 16:9 screen ratio ) 
I wrote down my steps as following:

but I found that the quality of .mpg is not as good as VCD(4:3) we bought.

What's wrong?

Can somebody answer ?

I'd like to translate high quality VCD and keep 16:9 from DVD files(.avi, .srt)

Have you followed the steps at vcdhelp.com?

That would be a good starting place. If you've already done that, then
we can have a go at giving you a better answer although I'm not sure
how detailed of an answer you were expecting (Typically a $2.00 answer
would be completely research based - finding a webpage that addresses
your question without actually having to interpret or add to the
information in any substantial amount).

Your answer isn't good. 

I describe my question again.

I have a movie ( .avi .srt ) from DVD. Of course, the vedio is fine and sharp.

What I did is combine .avi and .srt by  VobSub_2.18.exe and VirtualDub-1_4_91.zip. 
After above steps, I get a pseudo .avi (by frame server of VirtualDub).
Then, I execute TMPEGenc-2.58.44.152-Free.zip to convert .avi to .mpg.
OK, a VCD format mpeg file was born. 
And the I finish my original goal --- burn a  VCD using Nero
But I found the quality of the new mpeg file isn't as good as  other VCDs.
This is just my question, what steps are wrong ?
What I want is to make a better MPG from the .avi .srt sources. (high PSNR?)

On the orther hand, what is the price to solve some problems of my thesis?
My thesis's problem did be diffcult and nobody answered yet.

One problem is you are re-compressing compressed video.  To get the
highest quality VCD, the mfgs start with uncompressed video.

Even your AVI file has MPEG-2 comression artifacts in it. 
Re-compressing that to 1250 kb/sec MPEG-1 will add additional
artifacts, noise, etc.

Tweaking the settings of TMPEG-ENC may help a bit, but you are running
up against hard limits.  Also, you are cutting the lines of resolution
basically in half, (480 vs 240), so you will loose quite a bit of
information there.
