Email to hotmail.com getting bounced

Why is all our email that we send to users with hotmail.com email
adddresses getting bounced? (We send only a few messages to
subscribers, where subscribers email addresses are placed in the BCC
field.) Is hotmails use of Brightmail blocking our mail? If so, what
can I do to get around the problem?
Here is one of the returns (x's used for privacy):
