There was a cartoon that was created I believe in the early/mid 80's. 
I am tring to figure out the name and where to get/see reruns.

I will do my best to explain the show.
It is a bout a group of "little" people who live throughout a plant
vine.  On the leaves, stalk, etc.  These are the "good" people.  There
are of course, the "bad" people.  The bad guys have one ruler who
travels around by repeating the line.  "By the power of the black
light, I go."  and then he disappears.  The bad people of course want
to rid the earth of the good people, and so every episode is the
battle of good vs. evil.  As a kid's cartoon, evil always loses.  Both
the good and bad people have certain special powers.  That is about
all I can remember.

What is the name of this kid's cartoon?
Does it play in reruns anywhere?

Did a search on "black light, I go" and found what I certainly hope is
the right cartoon. If there's more than one cartoon with an evil plant
that always shouts about a black light, then the world is an even
stranger place than I already think it is.

Anyhow, the cartoon "Joyce and the Wheeled Warriors" had a bad-guy by
the name of Sawboss whose line is:
"For the glory of the black light, I go!"

They've got episode guides, a sounds page with MP3s, fan art, fan
fiction, you name it. I wasn't able to find any station that plays the
reruns (fans of the show are often found complaining about that fact),
but tapes of the show are available on ebay if you're interested in
shelling out some cash for nostalgia. Wacky, wacky show. Love it.
