I have Windows XP and my wife and I have different user settings. When
I'm on line and find a site I'd like to share a bookmark and put on
her
favorites I don't know how to do it. Also when I download someting to
word that she wants how do I get it to her user setting? When I copy
to paste and then switch users, windows won't paste into her user
settings.

Frustrating, isn't it?
XP was designed to segregate user settings in a big way,
so they actually created separate, space-consuming
directories that duplicate a lot of links, and waste space.

There's a way around it, fortunately, although it's tedious.

Assuming you are the "administrator", who created the other
user settings, log in under your name, or as "administrator",
if necessary.

Open Windows Explorer, if you know where to find it,
or go to the "Run" box, and type explorer & Enter.

Move the scrollbar on the folder window on the left,
until you can see the main drive, C. Click on that
to expand it (if you don't see the C drive right off,
click on "My Computer" to expand that first).
Click on "Documents and Settings" to expand that.

Now you'll see all the user identities have their own
folders. To share a bookmark or word document, you
just have to copy it from your folders to hers.

to copy a bookmark, assuming you're using IE,
go to your bookmarks in the "Favorites" folder,
find the bookmark, and copy it to the Favorites
folder under her name.

To copy a word document, assuming you saved it
under "Keith's Documents", find it there and 
copy it to "Wife's Documents".

Or, if you want it to be more noticeable, you 
can copy it to her desktop - just copy it to
the folder called "Desktop" under her user name.

That should accomplish what you want to do.

In 'My Computer' there is a folder named 'Shared Documents'. That
folder is visible in 'My Computer' on all user accounts. It makes much
more sense to share documents in that folder, rather than fiddling
with 'Documents and Settings'.

sublime has a more secure approach, perhaps ?
