Apparently, Dr. Cordell graduated medical school in 1868 and served as
President of their Alumni Association, as can be seen here:

As for Dr. Cordell's relationship with the city of Bethesda, Maryland
- I can find no *direct* connection. However, the University of
Maryland, which he attended and wrote about, is in "nearby" Baltimore
and Dr. Cordell's historical research spread over all of the state.
Another point to consider is that since Dr. Cordell was an important
early medical historian and the National Library of Medicine
(http://www.nlm.nih.gov/) is located in Bethesda, there's a connection
there as well (perhaps worthy of naming a street after the good
doctor). ;-)
