A broadway muical, probably in the 70s, contained a song whose lyrics,
in part, were: "I figure whenever youre down and out, the only way is
up, and I'll be up like a rose, bud, high on the vine, etc..." What
was the name of the show and what are the full lyrics of that song?

The word "muical" should read "musical"

Hello.

The name of the show was "Wildcat." The lyricist was Carolyn Leigh.
The song you remember was called "Hey, Look Me Over!" The original
show starred Lucille Ball. Here's the listing of the CD on Amazon.com:

Eur.com has more information about the musical.

Internet Broadway database also has a listing:

For the lyrics to the song "Hey, Look Me Over," visit any of the
following pages:

Or a fan page on geocities.com featuring background music:

search strategy: "up like a rosebud high," "carolyn leigh", wildcat

I hope this helps.
