I am looking for suppliers of transparent decorations of ocean or
beach scenes that can be placed on or across a window. Preferably the
decoration will be large enough to cover at least one, if not several,
windows while still being transparent enough to see out them (at least
somewhat). The idea is similar to what you see for bus ads these days
where you can still see out the bus window.

Situation is an administrative assistant's desk. She'd like to be able
to look at an ocean scene without being totally blocked off from
seeing what is happening outside her area. She has three internal
windows that she'd like covered with the scene - and commented that
she thought what you saw on buses these days might be the way to go.

While I would have liked to have found something a little cheaper, the

You're looking for "decals" and they're available at most print shops.
Get your image in *.gif format, ideally, and they'll do the rest. Ask
what size plotter they have (width, in inches) because you'll likely
have to use several sheets.

Ideally I was looking for a full scene to cover at least a full
window. Would that still qualify as a "decal"? If so, then I assume I
need to find a royalty free image in GIF format?

wrap murals, your request for specific size murals can be done by them
to your size and specification.
