is it legal for a motorist to possess/use a radar locator in the
following states: Nevada, Utah, Colorado, Arizona and New Mexico.

Detectors are legal in all states except Virginia and the District of
Columbia. They're legal in the following Canadian provinces as well:
Alberta, British Columbia, New Brunswick, Nova Scotia and
Saskatchewan. On US military bases, they are legal to have but illegal
to use.

Scramblers/jammers are legal in all states except OK, MN, VA, CA, NE,
and DC.
Some sites list UT as being illegal for scrambler/jammers but the
majority of the listings show it as legal in UT.

Passive jammers comply with all FCC regulations. They are reflective
receivers that leak no radio energy into the atmosphere. Passive
jammers are legal in all states except OK. MN. VA. CA. NE. and
Washington, DC

Active Laser Jammers are completely legal since the Food and Drug
Administration governs the laser speed measurement devices, and not
the FCC. Also be aware that VA, Wash. DC bans the use of radar
detectors. MN, VA, UT, OK, NB, CA bans the use of radar and laser
jammers.

Having used a Valentine One for many years, I find it works great but
you have to pay attention to it so it just doesn't fade into the
background. Instant on radar is very difficult to get in enough time
to slow down unless the radar is beamed at another car ahead of you
giving you time to react.  GA does not advocate driving above the
speed limit. Radar detectors should be used to help a driver keep
within the legal speed limit by preventing upward drift in speed
particularly in low speed limit areas where cruise control is not
practical.

I could see how my answer was a bit confusing.  The answer to your
question regarding detectors/locators is that they are legal in all
the states that you asked about.

The question mark on Utah is in reference to jammers/scramblers which
I quoted "Some sites list UT as being illegal for scrambler/jammers
but the majority of the listings show it as legal in UT."

Sorry for the confusion.

     You question referrs to a radar locator?  Do you mean a Radar
Detector, and are you interested in radar jammers?

I'M ONLY INTERESTED IN THE MOTORIST USAGE OF A RADAR LOCATOR (IE:
VALENTINE 1 UNIT) NOT A RADAR JAMMER.
