Want to know step by step the method to ascertain if one can be able
to surf on the internet.

Is this a real world question or something for homework?

You could step back to

1) Do you have an internet enabled device.
2) Does device have ither batteries or a power cord.

You could delve down to

x) Do you have an internet service provider.
x+1) Do you have an Operating system that supports TCP/IP
X+2) Does your account have access to a DNS server
 
Without more guidance, it might be hard to address the issue as stated.

From past experiences I personally enjoy surfing on water more.

Other than that, by posting on answers.google.com, you have proved to
be able to surf the internet, hehe, clarification could be needed,
then maybe I can help you find an answer instead of just wasting your
time with comment's like this ;)
