What free sites are there to find out publicly available personal
information?  (For example, home address, date of birth, etc.)  All
that is known about this person currently is their name and city, but
it is a very uncommon name.

Please provide a few sites that provide this type of information.

Any questions, please ask for clarification.  If you are concerned
about the motivation for this question, I have had a commercial
dispute with an ebay seller who is now threatening me and my family
with violence.  I need to give the police as much information as
possible to file a report that will actually deter this person from
continuing.

If he is registered on Ebay he will have personal information
available on Ebay. You can get his phone number from Ebay and then you
can use that phone number if it is listed to find his address. I
