Howdy ems1daug-ga,

This Annoyances.org message thread (among others) verifies that "cinfo.xml"
is a real file.
http://www.annoyances.org/exec/forum/winxp/t1114183468

"Please be informed that the file 'cinfo.xml' is a file associated with your
Windows operating system."

This posting has a suggestion on how to fix a missing "cinfo.xml" file.
http://groups.google.com/group/microsoft.public.msn.discussion/browse_thread/thread/d07a9ab58deab46d/b132672b5453b592%23b132672b5453b592?sa=X&oi=groupsr&start=0&num=2

"...
Locate your Microsoft Windows XP installation CD, and then reinstall the
version of MSN that is on that disc:

a. Put the Windows XP CD into your CD or DVD drive.
b. Click Start, and then click Control Panel.
c. Double-click Add or Remove Programs.
d. In the left column, click Add/Remove Windows Components.
e. When you are prompted for the file location, enter the name of the CD
drive, for example, drive D.
f. Follow the instructions in the installation wizard to complete the
installation.
..."

There seems to be several approaches to resolving the problem of not having
the "cinfo.xml" file, including (re)installing MSN Explorer.
http://explorer.msn.com/install.htm

"Installing MSN Explorer is easy and will only take a few minutes."

The above referenced Annoyances.org message thread outlines a different and
more technical solution. You might want to read it in detail for other tips,
such as contacting the Original Equipment Manufacturer (OEM) of your computer.

If none of the procedures above work, (re)installing Windows XP Service Pack
2 (SP2) seems to have worked for others.

If you need any clarification, please feel free to ask.

Search strategy:

Google search on: "cinfo.xml"

Google search on: "cinfo.xml" SP2 OR "Service Pack 2" reinstall
://www.google.com/search?q=%22cinfo.xml%22+SP2+OR+%22Service+Pack+2%22+reinstall
