The least expensive way to set up a corporation in Nevada is to file
the papers yourself, by fax and pay THEM by credit card. No additional
fees --at all. I've done this several times for myself and friends,
it's easy. Nevada has a packet that includes all the forms that comes
with detailed instructions.
Here it is:

If you want to hire a service to do it for you, you'll still have to
provide all the same information, only they'll charge you to do it
all, --and to be the registered agent.
Does this suffice, or are you looking to pay to get it done?

I don't see any restrictions for someone out of the country to set up
a corp in Nevada --as I suggested, you have a FAX and CREDIT CARD?

Here's a company that sets up Nevada corporations for foreign companies:

...the 3rd testimoninial on this page is from an Italian Company,
further down is a client from Ontario, Canada.... This can be done
EASILY through the State of Nevada, itself...

The cheapest company might not offer all the services you need or
want. The best thing for you to do would be to go to Google's Home
Page and enter:
"Incorporate In Nevada"
Start reading the links, you'll soon understand why I can't just "pick
one" for you. You'll take longer trying to decide which company to use
then you would if you just printed those forms [above] --filled them
out, and faxed them to Nevada. If you get stuck, call the phone number
listed on the instructions and they will literally walk you through
it.
Either way, good luck!
