On wikipedia I found a good pseudocode example of plotting a mandelbrot set.
What I would like is something similar (either a pseudocode or a well
commented higher level language example) but with some of the
optimisation they talk about factored in.
There may be different and better methods for optimisation (than are
mentioned in that aarticle) and I'm keen to learn about them and see
how they could be implemented.

ok for anyone interested I'll change the parameters of this question:
I've factored in the optimisation mentioned on the wikipedia page
(i.e. I look for the cardiod and the circle to its left and then look
for whether it's in the m-set.)
so...
if someone wants to claim the $20 all I need for them to do is outline
how I would implement "periodicity checking" - ideally with a
pseudocode example but failing that a clear explanation of the steps
through the process will be enough.
