I am doing a proposal which needs to identify a development
opportunity in New York metropolitan area that would require a great
deal of public sector involvment. The site should be either:
1. Publicly owned property;
2. Publicly financed infrastructure;
3. Public facility to be built by the private sector;
4. Privately owned parcels requiring site assemlage; or
5. Public subsidies or tax benefits.

I need to know where the possible site could be, and please provide
some detailed information.

It is better for the site better to be on Manhattan.
