According to online sources, this game has been released in Japan.

I would like to find a way to purchase this game from the United
States and have it shipped to me.  I do not speak Japanese so the
store must be able to handle an English request.  I can pay with a
major credit card, PayPal, or even a wire service if necessary.  A
store that is able to fedex or otherwise expedite the process is
preferred as I suddenly want this game and am willing to pay for it.

Bonus Question (TIP Question / Not required for answer):  I am sure I
am not the only person who is trying to play this game.  Are there any
sites or communities of English players trying to play this game?

So far I've found only one online shop that carries this game, and you
could pay for it using Visa or Mastercard, though I haven't found out
yet about how fast it could deliver.

Meanwhile, there are no dedicated forums for Fantasy Earth only yet,
but it's been discussed in some forums. For example, this page:
