By 17 chars, do you mean that it is 17 letters long? (as opposed to 17
cleaning ladies or 17 participants.)

Yes, It is 17 letters long. I think the answer is what myoarin-ga said.

I expect that the answer is the "Edinburgh Festival".

The problem is that one site, claiming to be "the official online
listing", speaks of "Festivals"
http://www.edinburghfestivals.co.uk/

and another, which looks like the official site, calls it the
"Edinburgh International Festival".
http://www.eif.co.uk/

Wikipedia recognizes that the whole show is made up of different
festivals, but accepts that they all come together under the title
"Edinburgh Festival".

blue name like Answerfinder-ga's can post an official answer and be

Actually, I feel a little bad about having answered this, since I am
sure that Answerfinder and many other Researchers also immediately
knew this answer, but were perhaps reluctant to post one because the
apparently official name includes "international".  Sorry, folks.
