Could you please translate this note from Vietnamese to English? I
apologize for any mis-typed words.

Toi loi ngubi Vietnam. Toi khong biet doc biet viet. Toi khong hieu gi
coi. Toi co' nhl, nguli ta giup nhieng Gau khi atoc Goi ngubi ta chi
hieu tieng My ma khong the giang giai Gorng tieng viet duoc. Hoan canh
cua toi bi thieu no thue toi r'at kho khan ve kinb te gia dinh. Toi
cung khing nhb ro' la minh cu thieu thue hay khong. Giay thue goi ve
bao toi thieu thi toi chi biet xin tra moi thang vi mot loin toi kbong
cu kha nang.

Hi netweb7-ga,

The text you have is in Vietnamese but is missing diacritical marks,
making intepretation much harder.  Also, there are many spelling
errors, making the text even harder to undersand. Below is what I
believe the author meant to say and the translation. There are some
cases where I'm unsure what is meant, and I will note them in
parentheses.  If you have a handwritten note, I could decipher it
better if you scan it.

I'm Vietnamese.  I can not read or write [English?].  I do not
understand anything.  I have asked people to help but after [???] they
can only understand English and can not explain to me in Vietnamese. 
My situation is that I owe taxes (rent?) and I'm suffering from
economic hardship.  I don't remember clearly whether I owe taxes
(rent?).  If the tax (rent?) statement sent to me indicate that I owe
money then I would like to pay monthly because I am not able to pay
all at once.
