Here you go -
Québec is divided up into 17 large Regions (Région administrative).
Each Region is divided into Municipal Regional Councils (MRC)
(Muncipalité Régionale de Comté).
Each MRC is divided up into Municipalities.
For example:

It is extremely important to make sure MRC lists and maps are
up-to-date. The only way to do that is to use the Government of
Québec website.
Click on "Découpage des régions administratives et des MRC (format
PDF, 632 Ko)" to view maps of the Regions and MRCs (in purple).

To match up all of the Regions, MRCs and Municipalities, click on an
MRC at the following link. This will load a .pdf document which has a
map of the Region that the MRC is in, a map of each MRC within that
Region, and a map containing all of the Municipalities with the MRCs.

The Region under the large one that you mentioned in your
clarification is Region 08: Abitibi-Témiscamingue.
