Otto Kerner to chair a national commission expressly to explore those questions. The Kerner Commission Report of 1968 is a land mark document. The cycle of poverty and institutionalized racism were identified. The civil rights movement did not cause rioting, although the 1968 Republican primaries found it to be a good issue. The "Southern Strategy" has been an important leg of the GOP stool ever since. |
