My employer, the US Postal Service, does not keep employees? paychecks
confidential.  Currently a clerk hands out paychecks to supervisors or
coworkers acting as supervisor for the day.  I am concerned that these
coworkers now know my salary, my employee ID number and my deductions.
 I?ve asked the Postal Service to make sure only permanent supervisors
have access to my paycheck, or to place the paycheck in a sealed
envelope.  It has refused.

Doesn?t an employer have an obligation to keep such matters private? 
Is there anything I can do to change the Postal Service?s mind?

That's horrible! 

Paychecks and stubs contain confidential and private information. I'm
betting this is against policy, maybe even against the law, but that
you are being ignored for whatever reason. I'd call an employment
attorney, usually if you call out of the phone book thand give a quick
scenario they will quickly tell you if you are right or wrong, give
quick advice as to how to proceed, or invite you in for an appointment
if they smell money.

Since your problem relates to the possibility of misuse of personal
information, potentially fraud, I think you would be very justified in
bringing the matter to the attention of the Inspector General.  Before
you do so, it might be appropriate to approach your manager again,
preferably accompanied by another employee who agrees with you, and
politely repeat your request, relating it to the information on this
site.  Of course, if you could first find out how paychecks are
handled in another USPS unit, that would be of help  - either letting
you recognize that this is a general problem, so that your superiors
could should deal with it; or that it is a local problem that is
contrary to the general practice.
Either way, you want results, not to lambast your superiors.  If you
have already exapirated your superior with your requests, maybe it
would be better if that friend asked to talk to him/her, taking you
along.

How about direct deposit? 

I would suggest having the paycheck mailed to you, but we all know not
to trust the post office...

I think even with direct deposit you would still get a stub with the
same info. At least in Calif. (state law)

This keeps bugging me (nag nag), so I did a quick search...

Ask your union for help, it's possible this has been addressed before,
and/or you might consider filing a grievance.

I believe they are *somehow* violating the Privacy Act of 1974, reference:
