At my home computer, I have just switched from ISDN to ADSL from NTT
(Japan).
Compaq P3 running Win98 ME.
My problem: When I open Internet Explorer, it cannot find my Startup
Page (Yahoo.com). If I open a new instance of Internet Explorer, it
CAN find my startup page (although sometimes I must open a 3rd
instance of IE).
I inputted the DNS address as per the instructions.
I have a 2nd NTT account (which I use at my office).
I set up a connection using the 2nd account with a 2nd and different
DNS server address on this same computer, and still the same problem.
I'm thinking host files and LMhosts (words I learned many years ago
while studying for my MCSE, but I never used them so I've forgotten
more than I remember).
How can I find yahoo.com (and others, it doesn't matter) first time,
every time?

Are you able to access a site the first
time, everytime in IE if you use the IP
addresses?

When I input those ip addresses as my "home page", I can open them
first time, every time.
So, it seems it is not able to resolve the ip addresses to the URL

My problem is larger than not being able to find my "Home Page". I
can't find any URL's on my home computer. If I start a few instances
of IE (5.5) then about the 2nd or 3rd instance seems to be able to
find sites based on URL's.
Weird.

I found the answer from a colleague.
Certain PPPoE implementations do not work well with an MTU setting of
1500 (the Microsoft Windows default). The work-around is to manually
set MTU to a lower value in the range of 1400-1492.
