I am looking into the procedure for opening up the graves and having
autopsies carried out on my mother's late brother and sister. They
both died in infancy around 1926 - 1928 and are buried in Bournemouth
Cemetery, England, UK.

Please let me know if this is what you need to know:

Exhumations are subject to approval by the Department for
Constitutional Affairs (DCA). Also, the coroners whose duty it is to
find out the medical cause of a death (this includes commissioning a
pathologist and/or a forensic doctor to do an autopsy, if necessary)
are under the responsibility of the DCA.

This means that in order to have the bodies exhumed and examined, you
will have to contact the DCA:

Department for Constitutional Affairs
Selborne House
54 Victoria Street
London SW1E 6QW, United Kingdom
--
Telephone: +44-(0)20-7210 8614
E-Mail: coroners@dca.gsi.gov.uk
Website: http://www.dca.gov.uk/corbur/index.htm

Is this helpful? Please let me know.
