My Outlook Express has reset itself so that I have to manually display
the toolbar on every single page and on every single email. For
example I have to manually dispay the toolbar every single time I want
to reply to a message. It is an absolute pain. I am used to Microsoft
automatic updates resetting defaults, but I cannot find any way
restoring this one to the way it always was.
(I have rebooted!)

After selecting to display the toolbar, are you clicking apply before clicking OK?
