I would like to create a bumper sticker based on a phrase spoken on an
ABC TV show. Ideally I would like to use the audio clip from the show
as well to sell the bumper sticker on the Internet.  The audio clip is
30 seconds long and could be shortened to 10 seconds.

I suspect that this phrase and the rights to use it belong to the TV show and ABC. 

If using the phrase is not legal to do, then do you have a suggestion
of who to contact on this?

Using the phrase in either printed or recorded format creates a real
chance that you'll be hearing from the show's lawyers...something to
be avoided, even if it turns out your use IS permissible under the
law.

But to provide you contact information, we'll need to know what show
you have in mind.

The show probably belongs to some production company, not the network,
but it's difficult to guess since you don't name the show.

If the phrase is part of the hype for the TV show or strongly
associated with it in some other way, (Don't Have A Cow!), then you
will probably meet some opposition once they become aware of you. If
however, the phrase was a "one off" comment and it caught your ear,
then you may merchandise it as much as you want. You cannot however
use sound clips from the show or even mention the show or its stars
without finding yourself in court.
