I installed office 2003 (I had XP before) on a windows 2000 Computer.
Before Installing it I Removed the older version from the PC and
erased all folders pertaining to the old program like application data
and program files etc. Also I ran OFFCLN to clean out everything that
has a relation to this old version.

When I installed I chose Complete install.

No when I am logged i as a administrator everything works just fine.
But when I log in as a power user or restricted user and I try to open
Outlook or any other office application, I get a message "preparing to
install" please wait...when I allow it to run it's course it will give
me a error message and then open the application. but whenever I will
use any function of the application it will again show the annoying
screens all over again. This I tried to change the same username to a
administrator and it worked fine. But when I change it back to power
user it will make me the same problem.

This solution seems to have worked:
"I've had this problem for about two months. I have Windows XP Home
and Office XP. Today I solved it by going into Control Panel, Add or
Remove Programs, single-clicking on Microsoft Office XP and then
choosing Change. I put my Office XP CD into the drive and let the
Office XP repair utility do its work -- and four minutes later
everything is back to normal."

Another solution: 
"You can try using the windows installer cleanup utility.

The problem with using it is that it will remove the program entry in
your add/remove  programs in the control panel.  You'd need to
re-install the app to get it back in that list.  It'll take care of
that annoying installation problem though."


Someone else suggests re-installing Office while logged onto a
different user (not the administrator).


I hope one of these suggestions help solve your problem. I'll be
waiting for your clarification.

I did everything you posted even B4 you posted it and it didnt work. 
1) deleted opra11.dat in the Ms/data folder
2) detect and repair when logged in as administrator
3) run MSICU to clear out windows installer files. then reinstalled.
4) repaired file in ADD/REMOVE PROGRAMS both as administrator and
while logged in as power user.
5) everything I could find in microsoft KB

Please help me as I Am desperate.
