Describe measures a company or government agency should take in order
to prepare and deter terrorism directed at a business or community. 
Please address each of the following forms of terrorist attack
methods:  chemical, biological, cyber, radiological, explosives, and
hostage-taking.  Also include what government agencies (local, state,
and national) and nongovernmental organizations that a company/agency
should coordinate with prior to an incident and following an attack.
