If I want setup a MMO game server, what is the procedure?
Is there any legal requirement?
What is nomal model, rent a server from webhost company? or rent a
business connection from ISP? and how much will they cost
respectively?
I need dual Xeon server with 1G ram, and 100Mbps connection port.

suppose that I have made a MMOG already, and I want to run it in U.S.
MMOGs are different from those games like CS or Unreal.

I think most people rent a server.  When I played unreal tournament,
all of the clans, including mine, rented their servers.  The major
advantage of this is that you have to do much less management. 
However, setting up your own is merely a matter of having a computer,
the game software running in server mode and an internet connection
with a static ip address.  You will likely have to pay for
business-level isp service to be guarenteed a static ip.

let me clarify this, if you are talking about a peristent world
massivley multiplayer game, like World of Warcraft, you can't set up a
server.  The game is not licensed like this.  None of them are.
