What 5 countries are not members of the International Civil Aviation
Organization? Presently, there are 189 member states in ICAO and there are 194
countries in the world...

Of course, the question of what is or isn't a country -- and how many
there are -- differs from one entity to the next.

However, here's what I see missing from the ICAO list:


Anguilla
Aruba
Bermuda
Christmas Island
Cayman Islands
Turks and Caicos Islands


Is that the list you're looking for?

Between the countries I spotted, and the additional list added by
myoarin-ga (below), you should have a pretty good set of non-ICAO
countries (and sort-of-countries).

I don't know if I found a correct list for the ICAO, but it seems that
other island nations in the Lesser Antilles are not members:
Grenada,
Antiqua and Barbuda
Barbados
Dominica
St. Vincent and the Grenadines
St. Kitts and Nevis
Some are members of the British Commonwealth, but so are many other countries.
