Sorry svm. I pasted the answer into a RFC box.
So there is a duplicate text here.
This site, GA, is not the best medium for
on-going, long term colaboration,
since the only contact allowed here is anonymous and public,
contact through these text boxes.
For finding a consulting relationship I would suggest
http://www.elance.com/
and similar sites:
Search Term: related:www.elance.com/
That said, you can get more info here on 'how to create HTML documents' if you
elaborate a bit more: 'what you know, and what you want, and how much
you want to do yourself and how much you can pay...
1) If you know how to make a Word (or Open Office) document, it is
possible to convert it to HTML, e.g.
http://philip.greenspun.com/wtr/word.html
2) You can use athoring software, which eliminates the need to study HTML
http://webdesign.about.com/od/htmleditors/
http://directory.google.com/Top/Computers/Software/Internet/Authoring/HTML/
3) You join an interest group (for free) where you can ask more experienced peers
4) Read great tutorials, on-line or as books
http://www.webreference.com/authoring/design/tutorials.html
But of course, to get a freelance graphic designer help
is the easiest way to get started and get professional results
if you can afford it.
There is more to it that HTML,
there are style sheets, dynamic content, image maps, graphics, ..
Some newletters are better published in *pfd format, some in DHTML

Knowing a bit about 'what is there' will help you to pick the right person.
Feel free to ask for clarification (do RFC) if needed;
Rating appreciated;
