Who can help me create an html style newsletter for non-profit at a
reasonable price?

If you want to either post the contents of the newsletter here,
or, better, post a link to a formatted Word Document file that
illustrates the exact appearance you want, I or another researcher
may be able to create an html document for you.

It will likely depend on the complexity of the format you desire.
If it's pretty much straight text, it shouldn't be too difficult.

 on-going, long term colaboration,

That said, you can get more info here on 'how to create HTML documents' if you
elaborate a bit more: 'what you know, and what you want, and how much
you want to do yourself and how much you can pay...
1) If you know how to make a Word (or Open Office) document, it is
possible to convert it to HTML, e.g.

2) You can use athoring software, which eliminates the need to study HTML

 is the easiest way to get started and get professional results 
if you can afford it.

There is more to it that HTML, 
there are style sheets, dynamic content, image maps, graphics, ..

Some newletters are better published in *pfd format, some in DHTML
