I would like to have a list of colleges and universities in Canada (ordered based on their ranking) that would give admission (for undergrad studies) to an international student (non canadian, who has studied in a non-English speaking country before) with a high school diploma with 3.0 GPA. Also this person either haven't taken TOEFL or any English proficieny test, or if she/he has taken it, it's not very good, let's say in TOEFL she/he has got a score around 520. She/he wants to study Engineering, Math/Physics or Business. |

By far, http://www.macleans.ca/universities/index.jsp is generally considered to have the most comprehensive ranking for Canadian Universities. Unfortunately, to attend University in Canada you must speak either English, or French rather fluently. Although, I do know Ryerson University in Toronto, Ontario, Canada offers certificate programs that you can just register for without any applications required. Once you have completed the certificate program you can than apply for one of the degree programs. It's a way to proove yourself if you've had no formal education.
