I am wondering who makes software(or readly available software) to
track changing gas station prices across north america.
Any third party companies that might offer this service maybe helpful as well.

I'm not sure exactly what sort of software you have in mind.

However, the US Department of Energy regularly tracks the retai price
of gasoline for the nation as a whole, as well as regionally and by
state:

Is that the sort of thing you're looking for?  If not, could you
explain in a bit more detail what you need?

I am looking for gas station prices, so the software could track the
prices at different gas stations using zip code.

I would like to track gas prices by gas stations through zip codes

Wright Express maintains such a database based on purchase of fuel by
its fleet customers. You can view information about the product at
http://www.wrightexpress.com/Tools/Fleet-tools-mapping.html.
Myfuelprices.com will let you view the processed data. I doubt,
however, that they make the raw data available.
