If I send a ring worth $20 and a laptop computer worth $500 via US mail
to Ghana, will they charge a customs fee of 22% to 26% on those items.

Dear Albert, 

I don't know, from your questions I gather that you do e-business with
West Africa. I recommend caution when dealing with Nigeria, Ghana and
other West African countries, as these are a notorious source of
e-frauds.

And yes, they will charge customs fee. Why wouldn't they?
