Hello,

About three years ago I found a website and talked on the phone with a
company offering toll free numbers. There was a ~$75 setup fee to
'purchase' the 1-800 number, and then after that there were zero
minimum/monthly fees. When I questioned what would happen if no one
called the number for five years and then someone made a call, they
said I would only be billed for that one call for the entire five
years.

Supposedly this is different from most toll-free number companies
becuase you actually own the number, they just provide the service.

I would like to find this company again, or any other company with a
similar offer. They must be available to direct the number to a cell
phone in washington state.

Yes, that site was along the same line (selling a number outright),
but they don't offer carrier service. Is there a company that will
take care of that as well so I don't have to go through the switching
process? I'm confused because the same person with the site listed
also provides carrier service at http://www.800numbers.com/ but it is
"toll free plus long distance".
