I have a suspended drivers license in Michigan.  Are there any states
which I could obtain a drivers license?  Michigan is not part of the
Drivers License Compact, but it is part of the National Driver
Register.  I am willing to relocate to another state and obtain
residency.

This may be helpful:

"Michigan drivers who seek a license from another state, but who owe a
reinstatement fee(s) to Michigan, must pay the fee(s) in order to
clear their Michigan driving status.  There are three options for
paying reinstatement fees."
