What type of tractor, with what GVW, & what permits is needed to
transport a very heavy container container from the pier>
Facts: 
The net weight of the commodity is 55,000 lbs. 
The container weighs 7,500 lbs.  
The chassis weighs 7,000 lbs. 
The tractor weighs approx 18,000 lbs. 
This makes for a Gross weight of 88,000 lbs.
Are any special permits required? Where does one get these?  Costs?

The question relates to the specs that a tractor would need to do this
kind of heavy work.
