Everything on the car is in great condition, on'y 60K miles. I tested
at the compressor - no voltage to the clutch. I switched out the relay
in the left fender well with another, that didn't do it. So either a
fuse, relay  or switch under the dash is not sending the signal when I
put on the AC or the Defroster.

Any ideas?

The filter/dryer has a little inspection window on the top side so you
can view the freon. Also on the filter/dryer there is a low pressure
freon switch. Just unplug this 2 wire connector and jump the 2
terminals together on the harness. If your ac then turns on you will
know your only low on freon. Don't use it in this position, fix the
problem.
