i need to know all the politicians who sponsored the hybrid
car tax subsidy policy & the energy policy? what were their stated
goals in the policy? why are the tax subsidies limited to 60,000
hybrids per manufacturer?

A model answer will run like this:

Pete Domenici co-sponsored the energy bill. The following article
states that "reducing oil consumption" is a stated goal. "We provide
consumers and businesses with strong incentives to buy hybrid and
alternative-fuel vehicles without hurting the economy or killing
manufacturing jobs like a CAFÉ mandate would have done."
