What is the name of the book and author in which... A man travels to
an alternate past.  I believe in England.  I believe he meets a
talking otter.  He definitely meets a dwarf alchemist.  His antagonist
is a super powerful wizard who is so sensitive he knows when the
narrator is talking about him.  The hero helps out people by making
things such as "many bladed knives" and a "magic visor" (eye glasses)
for people.
