I need a website built for a business.  The website is currently 70%
done.  It was built by a previous designer, but not to satisfaction
and completion.  The current template/website can be built upon,
scrapped or creatively altered as seen fit by the new designer (with
my approval).

Background:
Aesthetically: it is to 70% satisfaction?needs 
1.	some flash-video and 
2.	graphics.
	  
Functionally:  70%... needs 
1.	An integrated check out cart
2.	A few new pages containing integrated pull down menus, such as for
a profile or survey, that automatically update the website.
3.	post updated text (already ready),

Here are my main objectives/concerns/questions:
1. It must look professional (easy navigation, easy to understand,
flash video, attractive),

2. Custom tailored to my company needs (a few pages with drop down
menus that are functional - integrate with the site and automatically
update the site).

3. Feature a checkout service that integrates to my QuickBooks
merchant account, then to my QuickBooks accounting software (Quick
Cart by Go Daddy integrates with QuickBooks.)  (This has not been set
up yet.)

4. Feature limited # of video clips easily posted and maintained by
the site owner (under 50 gigs),

5. Time frame: preferably completed in 1 month. 

6. Budget: $200-500, max $600.  Is this a fair price-range for a quality job?

8. Who do I contact and where do I go to find this website designer? 
My research:
1. I was told by a friend Go Daddy offers this service, but I did not
find a link or info when I went to their website.  The only info I
found was from the QuickBooks merchant service - and they simply
referred me back to the Go-Daddy website.

2. I do not know if they are better-priced or over-priced. 

3. If it is an advantage that they are from the company that offers
the integrated service

The more in-depth the response, the better.
