The employer is responsible for the provision of the safety equipment, unless the services are being provided by an independent contractor. The process is overseen by the Office of Safety and Health, or OSH. Both employers and employees can be prosecuted and heavily fined if safe working practices have not been carried out to OSH guidelines. All incidents are notifiable. Compliance with the guidelines is a complicated business, and many employers contract the services of specialists in OSH compliance.
