I would like to know where can I obtain rebroadcasting rights for some
of the older shows. Matlock, Andy Griffth, etc...

You would have to go to the original creators of the program and check
the legal status ie did somebody purchase exclusive broadcasting
rights etc and if not then they could sell you the rights. If you were
to give me a list of shows I could locate their creators for you?
