I have an Internet application in which I create a client socket to
access a server via TCP/IP, remaining connected for the duration of
the application. If

  a) the computer is first connected to a local network
  b) the application is started
  c) the computer is disconnected from the local network

everything works fine, with the TCP/IP connection working over the
Verizon 5220 wireless card.

However if the application is started when the computer is not
connected to a local network, the TCP/IP connection never gets made. 
It seems as if the settings for the 5220 are not activating TCP/IP or
not allowing a TCP/IP client socket to be created unless TCP/IP has
already been initialized in some way by the ancillary local network
connection.

What I'm doing in the application is identical to using Windows
Hyperterminal to connect via TCP/IP to a server.  Hyperterminal also
fails if an initial local network is not present.

Any advice?  For example, are there particular settings I should try
in the VZAccess Manager?
