This looks like some sort of computer language. You might want to ask the question there if you don't get an answer here. It would probably also help to know what d{2} is. Is it an array or scalar? |

This is a regular expression. It is used to search for a pattern of text or to verify that text is in a specified format. Roughly this string means: Search for "<ALL>" or for "NOT(dd,dd,dd...)" or "dd,dd,dd..." where "d" is any digit.
