I need a source of names and addresses (and preferably contact names
and phone numbers) for small to medium sized companies in the west
midlands (I.e. Near or in Birmingham) of the UK . I'm defining SME's
as <250 employees and <40M Euros/£27.6M.

I tried Hoovers.com but they want £300 for a targeted search which is
WAY over my budget.

How can I do this cheaply?

To be specific, there isn't actually a budget. I'd really like a free
resource, even if it's not very up to date.

Also a resource which lists SME's but not according to that definition
would be fine too.
